For a London register office wedding, the room booking sets the guest limit and the starting point for photography. Check how the registrar counts photographers and videographers, where cameras can stand and where confetti is allowed. I would use those answers to plan family groups and portraits before the reception.
Old Marylebone Town Hall, Islington Town Hall, Chelsea Old Town Hall and Hackney Town Hall have different rooms and occupancy rules. If you are planning a civil wedding in 2027, confirm the arrangements for your room and date with the council before booking the rest of the day.
Old Marylebone Town Hall: seven ceremony rooms
Old Marylebone Town Hall is at 97-113 Marylebone Road, with stone steps outside for arrival and exit photographs. Westminster's A Day to Remember venue page lists seven ceremony rooms, from the eight-guest Paddington Room to the 100-guest Westminster Room.
Mayfair and Knightsbridge accommodate 30 guests each, Pimlico 20, Soho 13 and Marylebone 12. Include witnesses when preparing the list, and ask the registrar how the couple, children and working suppliers are counted for your room.
The listed building has neoclassical columns and an entrance we can use for photographs before the ceremony. The interiors vary in colour and window light, and Westminster describes step-free access throughout. I would choose the room around your guest count and then plan camera positions for its light and layout.
Westminster publishes fees by day, hour and season, with different charges for each room. Check the booking screen for your exact slot. The Westminster Room booking and fees page is the reference for that room.
I would allow 15 to 20 minutes for photographs on the steps and with close family afterwards. If the reception is nearby, the couple can then take a short neighbourhood portrait walk. Confirm ceremony camera positions and restrictions with the registration team beforehand.
Islington Town Hall: the Council Chamber and smaller suites
Islington Town Hall is on Upper Street, with a grand entrance and marble staircase. Its official ceremony site describes spaces for parties from two to 85 guests, with bookings open through the end of 2027. Check availability for your room and date.
The Council Chamber accommodates 50 guests Tuesday to Friday or 85 on Saturday and Sunday under the council's fire and occupancy rules. Its page excludes the couple, registrars and one professional photographer from the guest maximum. Babies, children, witnesses and videographers count towards it. The Richmond Suite is listed for 60 guests and Room 99 for 20, with smaller suites for more intimate ceremonies.
Islington warns that possible essential works in spring 2027 may affect the building, with limited ceremony availability between January and March, subject to change. Confirm the ceremony booking before arranging a restaurant or sending invitations.
Check the Council Chamber fee for your date and season, and use your ceremony confirmation to set the photography timetable. Other rooms and days have different charges. See the Council Chamber booking and room guidance for details.
There is no general wedding-guest parking at the building. The published guidance encourages public transport and allows drop-offs. I would keep family groups close to the ceremony, including staircase portraits where permitted, then let guests travel to the reception. A short couple's walk on Upper Street can follow without moving the whole party.

Chelsea Old Town Hall: register rooms and separately hired halls
Chelsea Old Town Hall on King's Road has register rooms and larger halls with different booking arrangements. The Royal Borough of Kensington and Chelsea's registration-room guidance lists the Brydon Room for the couple plus 38 guests, Rossetti for the couple plus 12 and Harrington for the couple plus eight. Children aged four and under, professional photographers and videographers are excluded from these guest limits.
The Small Hall and Main Hall are separately hired licensed ceremony and reception spaces. The borough advertises roughly 138 to 140 guests for the Small Hall and 338 to 340 ceremony guests for the Main Hall. Registrar attendance is charged separately from room hire. The event-space page gives the Main Hall a 180-person banquet-dinner layout, so check the seated capacity if you want to hold the reception there too.
The borough's current hall information describes the restored interiors. King's Road and nearby streets offer outdoor portrait options. The council provides travel guidance via Sloane Square station and local buses; agree parking and drop-off arrangements for guests with limited mobility before the day.
I would cover arrivals and ceremony reactions, then keep the family groups near the Town Hall before a short Chelsea street session with the couple. If the Main Hall is also your dining room, allow setup time and confirm exclusive access for portraits and supplier preparation.
Hackney Town Hall: counting guests in the Lanchester Suite
Hackney Town Hall is an Art Deco building. Its ceremony guidance gives the Lanchester Suite a total limit of 30 people, including witnesses, children and your photographer or videographer. Chelsea excludes those working image-makers from its register-room guest allowances, and Islington's Council Chamber excludes one professional photographer. Check your supplier count before finalising invitations.
The Lanchester Suite has green walls and wood panelling, and its layout cannot be rearranged. The council says late guests will not be admitted. I would plan room and family photographs around the couple's registrar interview, then confirm camera positions and movement with the registrar before the ceremony.
Hackney prohibits confetti on the Town Hall steps and allows biodegradable confetti at the bottom. If 28 people are joining the exit photographs, they need to gather at that permitted spot before the couple comes out. I would agree the position beforehand and keep the building entrance clear.
Hackney has additional licensed rooms for larger celebrations, which require separate enquiries. For 80 or 150 guests, ask about those spaces instead of planning around Lanchester's 30-person limit. A small ceremony can also be followed by a larger reception elsewhere in East London.

Choosing coverage around your London ceremony
Prepare the ceremony list separately from your reception guest count. Marylebone ranges from eight to 100 guests; Islington from two to 85, with weekday and weekend Council Chamber limits. Chelsea has smaller register rooms and separately hired halls. Hackney's Lanchester Suite counts working photographers and videographers within its total of 30. Each booking needs its own photography plan.
Tell me whether the civil ceremony is your whole wedding or part of a longer celebration. British-Nigerian, Yoruba, Ghanaian, African and other multicultural families may include a traditional engagement, church blessing or larger reception in different orders. If your traditional day is Friday and the civil ceremony is Saturday, I would ask for both programmes, outfit-change times and family photograph lists.
I would allow time for registrar checks, arrival and room photographs, then the ceremony. Afterwards, we could take five or six priority family groups and let guests travel while the couple has a 15 to 25-minute portrait walk. Keep any second location nearby so travel fits the reception timetable.
One photographer may be enough for a small civil ceremony. A second can help when preparations are separate, guests and the couple move to different venues, or the ceremony leads into a large reception. Cameraboss combines luxury portrait direction with documentary photographs of reactions and family interactions.

Frequently asked questions
Which London register office has the biggest ceremony room in this guide?
Of the usual register-office spaces compared here, Marylebone's Westminster Room accommodates 100 guests. Chelsea's larger licensed halls have separate hire and registrar arrangements.
Does a photographer count towards the guest limit?
It varies. Hackney’s Lanchester Suite includes photographers in its 30-person limit; Chelsea excludes professional photographers from its three register-room guest allowances. Islington excludes one professional photographer from the Council Chamber limit. Confirm for your chosen room.
Can we throw confetti at Hackney Town Hall?
Hackney allows biodegradable confetti at the bottom of the Town Hall steps. Confetti is prohibited on the steps themselves. Confirm the rules separately for any other London ceremony venue.
Can a Nigerian couple have a civil wedding and a traditional ceremony on different days?
Yes. Legal, religious and cultural celebrations can take place separately. Give your photographer both dates and running orders so ceremony, family and outfit-change coverage can be planned for each day.
How do we book Cameraboss for a London civil wedding?
Send the planned room, date, ceremony time, guest count and any reception details through our contact page. We can recommend a short civil package or fuller coverage as appropriate.
