Leeds Civic Hall has ceremony rooms for different guest lists, with its steps and Millennium Square close at hand for photographs afterwards. Whether you are bringing two witnesses or a larger family, I would start the photography plan with your room booking and the time you have before the reception.
Leeds Civic Hall hosts the ceremony; Leeds Register Office handles the legal administration. The West Room, Saturday Banquet Hall and summer Conference Room have different capacities, and the registrar decides what photography is allowed during the service. Council pages also give conflicting basic-ceremony prices, so confirm the cost when you book.
Choose your Civic Hall room and guest count
Leeds Civic Hall is on Calverley Street, beside Millennium Square. Leeds Town Hall is a separate building. The council's ceremony page lists most ceremonies between 9.15am and 4pm on Tuesdays, Thursdays and Fridays, with Saturday ceremonies running to 3.45pm. Ceremonies are not ordinarily held on Wednesdays or Sundays. The basic legal ceremony is on the last Monday of the month, excluding bank holidays.
For the West Room, the council's ceremony page lists 38 guests excluding the couple and photographer. Its terms and conditions describe the maximum of 38 as including everyone present. If you are close to capacity, ask the registrar to confirm the permitted headcount in writing, including any camera operators.
The venue page lists up to 90 for Saturday ceremonies in the Banquet Hall. The Conference Room accommodates 60 guests and is used for some Saturdays during the July and August concert season, when activity on Millennium Square can affect the usual rooms. For a 2027 wedding, confirm the concert dates and your allocated room directly.
The basic Monday ceremony suits a couple attending with just two witnesses. It has no music or readings, and you can arrange portraits afterwards. Once you know the room and guest count, we can work out how much photography coverage you need.
Check the council's current Leeds Civic Hall ceremony guidance, then send me your room name, guest count and reception address so I can plan around the booking.

Checking ceremony costs for 2026 and 2027
Use Leeds City Council's registrars-fees page to check West Room fees for Tuesdays, Thursdays, Fridays and Saturdays. Ask separately about fees and availability for the Saturday Banquet Hall or the Conference Room during summer concerts. Check which booking fees and certificates the quote includes.
For a 2027 booking, confirm the fee for your room and weekday with Leeds Register Office. Giving notice is a separate expense, payable for each person; check the official fees page for the amount.
Council pages may have been updated at different times. Ask Leeds Register Office which fee applies to your date and make sure the final amount appears in your booking confirmation.
If you choose a licensed hotel or another approved venue, check the registrar attendance fee with Leeds City Council for your date and weekday. Add the venue's own charges to your budget, since council ceremony fees cover only part of the wedding cost.
Allow for the legal appointments when setting the schedule. Leeds requires notice within the statutory window, ordinarily at least 29 days and no more than 12 months before the marriage. Its booking terms require both partners to meet the registrars at least 15 minutes before the ceremony. I would leave arrival portraits clear of that interview.
Read the live Leeds registrars-fees table before paying. A confirmed total makes it easier to budget for the photography and any travel between your ceremony and reception.
Photography rules, confetti and arrival arrangements
Leeds's ceremony terms allow a limited number of photographs by prior arrangement with the conducting registrar. Photographers and videographers must agree their positions before the service, remain stationary and follow the registrar's directions. High-speed shooting that causes noise or distraction is prohibited.
Equipment must be battery-powered. Video recordings may use only the lighting available in the room. I would arrive early to check the exposure and agree a viewpoint with the registrar, including any restrictions on flash or extra lighting.
Biodegradable confetti is allowed outside Civic Hall, with the doors closed to stop it blowing inside. For an exit photograph on the steps, I would ask guests to stay in position while the couple walks through, leaving room to catch their reactions.
There is no wedding-guest parking at Leeds Civic Hall. The council identifies a drop-off area at Portland Crescent, with nearby parking at Woodhouse Lane, the Merrion Centre and Rose Bowl. The usual ceremony entrance faces Millennium Square; the Conference Room can use the rear courtyard entrance. Disabled access is available from the Portland Crescent side and the relevant rear approach.
Send guests the correct entrance and drop-off instructions, particularly relatives who need an accessible route. A taxi waiting on the wrong side of the building or grandparents arriving at a different door can delay the family photographs. I would agree a meeting point and nominate a family helper before the day.
You can see Cameraboss's photographs of Aderinsola and Elijah's civil wedding at Leeds Civic Hall for an example of a smaller celebration. Read the council's ceremony photography terms when deciding what photo or film coverage to book.

Portraits on the steps, Millennium Square and Park Square
The Civic Hall steps give you a recognisable Leeds backdrop without a car journey. I would plan a wider photograph of the building, closer portraits and a short walk before moving on. Spending twenty minutes on the same staircase can leave too little time for the rest of your day.
Millennium Square is a public space and a year-round events venue. Visit Leeds lists concerts, markets and community celebrations among its activities. A stage or temporary structure may change the available views, so we would choose an angle that works on the day and keep public walkways clear.
Park Square offers another central Leeds setting. Visit Leeds describes a small, wheelchair-accessible square with lawns and surrounding Georgian buildings. I would consider it for the couple's portraits; moving forty wedding guests there would take more time. The route needs to fit your season, available time and reception address.
Leeds City Council's September 2026 update projected completion of the Town Hall refurbishment in spring or summer 2027. Check access before including its interior in a Civic Hall portrait plan. Construction may also affect views around the exterior.
Coverage for two witnesses or seventy guests
For a short civil wedding, I would arrive with the camera before the couple's required fifteen-minute registrar interview. After the permitted ceremony photographs, we can cover congratulations and family groups, followed by confetti if arranged and portraits near Civic Hall.
Approximately ninety minutes to two hours can work for a two-witness Monday ceremony without preparation or reception coverage. A larger Saturday wedding, or coverage including speeches and dinner, may need three to five hours. These are starting points for planning; your guest count and travel arrangements will determine the hours.
Tell me about any African or Nigerian family traditions you want photographed. A civil wedding may take place weeks before a larger Yoruba traditional engagement, church blessing or reception. We can concentrate on parents and witnesses at the legal ceremony, then plan coverage of the later celebration separately.
For a larger reception, I ask about entrances, prayers, elders and music, as well as changing space and the photographs each family wants. Families organise traditions differently, so I would work from your programme and agree where the cameras need to be.
